ArrayRx was created by the states of Oregon and Washington to provide a new model for Pharmacy Benefit Management (PBM) services for public purchasers of prescription drugs. Formerly ArrayRx was known as the Northwest Prescription Drug Consortium. ArrayRx offers a wide range of drug purchasing alternatives and clinical services that deliver savings on prescription medications and better management of PBM programs. ArrayRx focuses on removing the middleman from PBM programs, delivering next-generation program transparency and providing complete pass-through on all discounts and rebates received. That way, you can be confident that your public taxpayer monies are used wisely.

Because ArrayRx was created “by states for states” and other public sector purchasers of medications, we provide a full suite of drug purchasing and management solutions that focus on effective stewardship of taxpayer funds and improved outcomes. ArrayRx offers: Pharmacy Benefit Management (PBM) programs, workers’ compensation services, prescription drug voucher services, and state-sponsored prescription drug discount cards. In the future, we will add a comprehensive suite of Medicaid fee-for-services solutions for Medicaid agencies.

ArrayRx services are available to any government institution that purchases prescription drugs or Pharmacy Benefit Management (PBM) services, including state agencies, counties, cities, school districts, correctional facilities and public higher education institutions.

An optional, free, state-sponsored prescription drug discount card is also available to participating states.

As a state-backed prescription drug purchasing service, the more public sector entities that join an ArrayRx program, the better the pricing we can make available to all Participating Programs and Member States.

ArrayRx brings over 15 years of experience delivering value for prescription drug purchasers. We leverage the combined buying power of states and other public purchasers to negotiate improved drug pricing and manufacturer rebates. Then, we pass 100% of that value to our Participating Programs and Member States.

As a next-generation PBM offering complete program transparency, ArrayRx provides unparalleled visibility into pharmacy programs; higher levels of auditability and program oversight from experienced state governance; and better predictability through annual market checks, most-favored nation terms and fixed administrative fees. Ultimately, we deliver high-level value, better program management and oversight. 

ArrayRx is state-sponsored. We charge a small disclosed fee to Member States and Participating Programs to cover the costs associated with managing and updating contracts, overseeing subcontractor performance, overseeing annual market checks, providing overall governance for the set of ArrayRx programs, and continuing to evaluate and innovate new programs to improve the pharmaceutical supply chain.

ArrayRx is governed by a steering committee with equal representation from the two founding member states, Oregon and Washington. Each steering committee member has a vote when making decisions.

ArrayRx currently serves a variety of Participating Programs within the Member States of Oregon and Washington. These include large public-sector, private-sector and Taft-Hartley plans. ArrayRx is focused on adapting to meet the needs and requirements of its Participating Programs.

Public-sector Participating Programs include state employee benefit plans, school districts, workers’ compensation programs, state hospitals and corrections institutions, as well as managed Medicaid plans. These Participating Programs cover over 550,000 lives.

Private-sector groups include large employer groups with both carve-in and carve-out PBM services and a variety of funding arrangements (fully insured, minimum premium and self-funded).

Taft-Hartley Participating Programs consist of almost 7,000 covered lives and include union plans in both member states.

ArrayRx provides prescription drug services to states, public sector organizations and other participating organizations. We offer two levels of participation: Participating Program and Member State.

The Participating Program is for state and public sector organizations that do not have statutory language supporting their ability to be part of a state consortium. In this role, the Participating Program will have no direct influence on ArrayRx’s master contract with its subcontractor(s) or have decision-making authority as part of the ArrayRx Steering Committee. A state or other participating organization can document any unique requirements in its services contract with ArrayRx. ArrayRx will then deliver services based on those terms and conditions.

States may join ArrayRx as a Member State if they have statutory language that supports cooperation with other states and regional consortia. Member States can designate a single individual to participate in the ArrayRx Advisory Council. The Advisory Council meets monthly to review ArrayRx goals and projects to gain insight into the needs of all partners, and a shared understanding of pharmacy best practices. Oregon and Washington will each have two permanent seats on the ArrayRx Advisory Council.

Yes. ArrayRx services are available to public sector purchasers of prescription drugs for employee pharmacy benefit management services and pharmacy group purchasing programs.

ArrayRx charges a small disclosed fee to Participating Programs and Member States that participate in an ArrayRx service. Access fees pay for the ongoing review and maintenance of existing programs, as well as the development and implementation of new ones. Participating Programs and Member States will be required to sign a Participating Program Agreement with the ArrayRx service provider(s) before using program services.

ArrayRx is designed to accommodate many options. Organizations should be public entities with responsibility for purchasing prescription drugs for employees or facilities. Generally, there are few other criteria that must be met in order to participate.

Participating Programs will need to execute a Participating Program Agreement with the administrator for ArrayRx in order to access the available programs and services. Participants in ArrayRx who use our pharmacy benefit management services may require some plan modifications in order to take full advantage of the value that is available. Beyond this requirement, there is a wide degree of flexibility and customization available to organizations that become Participating Programs.

Participation in ArrayRx as a Member State is available to any state. States that wish to become Member States will require statutory language that supports cooperation with other states and regional consortia. They will also be required to execute an Interstate Agreement with the Benefiting Agencies of ArrayRx, either Oregon or Washington. Each Member State can appoint one individual to serve as a voting member of the ArrayRx Steering Committee. Each voting member has a voice and each vote counts equally. The Steering Committee meets weekly.

Navitus Health Solutions is a full pass-through pharmacy benefit manager (PBM). As a subcontractor to Moda Health, Navitus combines a unique pass-through approach to PBM services that returns 100% of rebates and discounts from manufacturers, and on drug costs from participating pharmacies. Navitus is focused on removing unnecessary costs from pharmacy benefits to make prescriptions more affordable for plan sponsors and members.

Yes, while ArrayRx is principally available to public sector purchasers of prescription drugs, it can also be used by any organization that provides pharmacy benefit management services for its employees or members.
